When a `locals` block shifts position (a line above it changes) without its content changing, `diffMap` reports it as removed + added — two false-positive entries.\n\n## Root Cause\n\nTerraform's `locals` is a flat namespace. The blocks are just syntactic containers; the semantically meaningful unit is each individual local definition (an attribute inside a `locals` block). The current code treats the WHOLE BLOCK as the unit and synthesizes a position-based key to distinguish multiple blocks — which is brittle by design.\n\n## The Fix\n\nChange the semantic diff to track individual `local` definitions by their attribute name, not the enclosing block by line number.\n\n### Changes to `apps/birdseye/internal/diff/semantic.go`\n\n1. **New type `localEntry`** alongside `blockEntry`:\n\n```go\n// localEntry is a single attribute inside a locals block.
